On June 22, California Attorney General Xavier Becerra announced that he would add Texas to his “travel ban” list.
The “travel ban” law prohibits agencies from funding travel to states that the California Attorney General deems to discriminate against LGBT people. AB 1887. Under the law, California agencies cannot require an employee to travel to one of these “discriminatory” states (fair enough!). But the law also prohibits “state-funded” or “state-sponsored” travel to a “discriminatory” state. (Gov. Code, § 11139.8, subd. (b)(2).) This latter subsection does notspecify that the traveler must be a California state employee. Does it apply to contractors? Students? Who knows!?
